Faced with increasing return-to-office (RTO) mandates, including President Trump's recent executive order requiring all federal employees to return to the office, American workers are pushing back against rigid workplace policies.

A January 2025 MyPerfectResume survey reveals that 51% of workers would quit if faced with a non-negotiable RTO mandate, while 40% would actively search for remote jobs.

The Remote Work Divide Report, based on a survey of 1,044 U.S. workers, highlights how the lingering effects of the pandemic and the rise of flexible work arrangements are reshaping workplace priorities.

As employees prioritize flexibility, autonomy, and well-being, traditional office models continue to lose favor.

Survey highlights:

  • Feds should have the right to remote work: Over three-quarters of Americans (77%) support remote or hybrid options for federal employees, with less than 1 in 4 (23%) saying federal workers need to be on-site full-time.
  • Remote work reigns supreme: Nearly half (45%) of respondents prefer fully remote work, 33% favor a hybrid model, and just 22% opt for on-site full-time roles.
  • Quitting over RTO: Faced with a return to the office mandate, 51% of workers would quit immediately, and 40% would search for remote jobs. Only 9% would return without issue.
  • Productivity perceptions: 39% report being most productive when working remotely, compared to just 25% who feel most productive on-site.
  • Mental health matters: 68% of employees say flexible work options improve their mental health, with 36% favoring fully remote and 32% preferring hybrid work.
  • Power and trust: Half of workers (50%) see RTO mandates as a way for employers to exert control, while 37% attribute them to a lack of trust in remote work.

Why the Push for RTO?

Workers offered several theories for why employers are insisting on RTO policies:

When it comes to job satisfaction:

  • 71% of respondents report the highest satisfaction with remote work or hybrid work.
  • 34% say job satisfaction is highest with full-time remote work, while 37% thrive in a hybrid setup.

The Impact of Work Location on Productivity and Creativity

The survey reveals significant insights into how work environments affect productivity and creativity:

  • 54% find remote or hybrid collaboration more effective than in-office.
  • 73% of workers say they are most productive outside traditional office settings.
  • 39% thrive in a fully remote environment, while 34% thrive in a hybrid setup.
  • 75% report being more creative working remotely.

RTO’s Ripple Effects on Home Life

The return-to-office trend is also affecting workers’ personal lives, particularly for those with partners who have returned to the office:

  • 40% report increased responsibilities at home.
  • 36% face challenges managing childcare or eldercare.
  • 29% experience increased relationship stress.

The Remote Work Divide Report highlights the growing disconnect between return-to-office mandates and employees’ desire for flexibility. Explore MyPerfectResume’s state of the workforce report for additional insights and trends.

As workers resist rigid policies, it’s clear that embracing flexibility and prioritizing well-being will be essential for organizations to attract and retain top talent in the evolving workplace landscape.

Survey Methodology

The findings were obtained by surveying 1,044 U.S. workers on January 14, 2024. Respondents were asked about their preferences for work environments, productivity perceptions, and the impacts of RTO policies. The survey included multiple-choice, scale-based, and open-ended questions.
